As of this month, new national regulations have come into force requiring owners of Personal Mobility Vehicles (PMV), such as electric steps, to register their vehicle in order to obtain the mandatory third-party liability insurance. This requirement is established under Ley 5/2025 and forms part of stricter road safety measures. Registration in 3 Steps Complete the digital registration via the DGT’s online office. Obtain the official registration certificate. Place the identification sticker in a clearly visible location on the scooter. What Is Now Mandatory? A valid third-party liability insurance policy. Official registration with the DGT. A visible identification plate or label on the vehicle. Main Regulations and Updates (2026) Insurance and registration: Both are legally required for all electric scooters. Identification: Every scooter must display a clearly visible identification label. Roadworthiness certificate: Since January 2024, only certified scooters may be sold. Older models have until January 22, 2027 to comply. Public road use: Riding on sidewalks and in pedestrian areas is prohibited. Use is only permitted on roads or bicycle lanes. Helmet: Wearing a helmet is mandatory in most municipalities.
